The Federation of Persons With Disabilities in Bagong Silang, Caloocan, was formed through the collaboration of nine organizations in the early part of 2013, with the assistance of three barangay councilors (Committee On Health, Committee On Livelihood, and Committee On Family Women and Children). The said units conducted a general assembly and took a formal oath in front of barangay officials, recognizing equality. For the past eight years, the FPWD – Bagong Silang association has been continuously implementing programs for the skills and welfare of persons with disabilities from the nine organizations.
The barangay was established during the rule of Former President Ferdinand E. Marcos in 1971. The name of the barangay corresponds to the English word ‘newborn,’ meant to signify renewed hope for its residents who were resettled from their original slum areas in Tondo, Manila, Commonwealth in Quezon City, and San Juan.
